Study On The Upgrade Of High & New Tech Enterprise Cluster Based On The Theory Of Global Value Chain

In the economic globalization ages, especial after joined WTO, China has integrated into the global economy. Globalization and trade liberalization accelerate the economic elements free flow all around the world with low price .Because of the vertical separation and reconstruction of world value system, the value creative systems are no longer limited to domestic but distributed to different areas of the world. The different enterprise clusters in different links of global value chain engage in various value-added activities, such as design, product development, manufacture, marketing, sale, consumption and after service. Most Chinese high and new tech enterprise clusters at lower stage in the global division. Therefore, how to promote the high and new tech enterprise cluster to a higher stage and share the benefit from globalization become more and more imminent.The paper uses the method of global value chain to do a research on high and new tech enterprise cluster's upgrade, and includes four parts: theory analysis, system analysis, strategic design and strategic research. In theory analysis, the research includes comprehensive analysis on global value chain theory and cluster theory, definition of Chinese high and new tech enterprise cluster concept and characteristic. After analysis on basic function, economic function and social function of high and new technology enterprise cluster, the paper does further analysis on coordination enhancement effect of these three functions. On the stage of system analysis, the paper analyzes the relation between cluster and global value chain on the basis of the high and new tech enterprise cluster's condition, and analyzes the characteristic of high and new tech enterprise cluster in different global value chain with various driving mechanism and governance. On the stage of strategic design, the paper reveals the mechanism of upgrade of high and new tech enterprise cluster in the global value chain, designs the mode and route of cluster's upgrade, and designs the evaluation model of high and new tech enterprise cluster upgrade driven to find the insufficiency. In the part of the empirical analysis, the paper use the frame of global value chain to do a research on Dongguan IT enterprise cluster, and put forward some suggests on its upgrade. At last , on the base of theory and empirical research, the paper propose the development strategy to promote Chinese high and new tech enterprise cluster's international competitiveness so as to realize upgrade and development.
