The Research On Chinese Technological Learning Capability Under Science And Technological Globalization

The theory of technological learning is important part of economics catching-up theory about developing country or region, and it is core content of enterprises technological capabilities research.Previous scholar made great accomplishment; practice proves that technological learning is an effective approach to improve technological capabilities.Under the new conditions, we need to scientifically harmonize Opening-up and self-dependence, innovate mode of using foreign capital, mode of extroverts invest and mode of cooperation. We need not also learning by"introduction from abroad"but"going abroad"chooses the source of learning initiative. With the development of Reforming and Opening up and entry to WTO, assimilation-orientation technological learning change to innovation-orientation, environment of technological learning has been changed, the theory and method of technological learning must be scan again.The outstanding characteristic of Science and Technology Globalization is a lot of technical sources optimize and recombinant globally, information economics becomes the characteristic of times. In order to perfect country innovation system, improve enterprises technological capabilities, make technical source of economics increasing, we need to persist in opening-up. We can share the prosperity of international science and technical communication and cooperation, using global science and technical source to learning efficient. Under the more opening economic environment, technological learning capabilities of various lay is source of competitive advantage and important strategy.This paper analyses changes of enterprises technological learning concretely based on literature of technological learning theory, then combines using foreign capital to learning these years, analyzes along with technical advancement of developing country, based on learning mechanism in information theory, proposes an analysis frame of technological learning in globalization process. And emphasizes that technological learning not only need to assimilate external knowledge effectively, but also need to cooperate knowledge accumulation with knowledge application, and then proposes a"problem based learning"method.Because the globalization background, enterprises need to improve technological learning capabilities. This paper defines the concept of technological learning capabilities firstly, and analyses its composing. Technological learning capabilities is an integrate capability system which compose by acquisition capability of learning source, exertion capability of learning mode, assimilation capability of technical knowledge, management capability of learning process and appraisement capability of learning effect.This paper empirically analyses present situation of enterprises technological learning by support condition, acquisition channel of learning source, learning mode and learning production, detects the problem, then proposes some countermeasures of improving enterprises technological learning capability.This paper further improves the theory of catching-up of developing countries, enriches the connotation of"self-innovation"strategy and"going abroad"strategy.
