As an aggregation of enterprises, industrial clusters have outstanding advantage in competition. Not only the enterprises benefit, even more, the economics of region and country would be promoted. Thus as an economic phenomenon, industrial clusters are noted more and more by decision-making departments of regions and countries. Technology innovation is an important factor of industrial cluster to maintain its strong competitive power in modern economic stage. When the technology and market change rapidly, not innovate or learn means fail behind. From firms to regions to countries, only innovating on and on could keep their vitality in the competition.The most common basic characteristics and competitive advantage of industrial clusters would be induced in this paper. Based on theory of cluster innovation system, differences between cluster innovation system and regional innovation system are proposed. The improvement of cluster innovation system provides guarantee for the cluster's technological learning. Using technological capability level to measure the enterprises'innovation ability, experiences show that the disequilibrium distribution of the technological capability of cluster make the technological capability difference exists between enterprises. The technological capability difference would be the motivations of cluster technological capability. Here we use agent-based model to inspect the motivation mechanism of outgoing learning by high position enterprises. And establish the internal technological learning model of industrial to obtain the relationship between the behaviors of enterprises and the whole cluster, for providing corresponding suggestions to decision-making organs.
