Under precondition of developing market economy, the competition among enterprises is the competition for talents in the final analysis. A C&B system, which could represent social value and class, is the key element for success in the competition for talents. Designing the C&B system according to modern motivation theory, salary theory, reasonably is the topic that enterprise operators and HR supervisors have been studying and practicing. C&B management as the important part in HR management involves enterprise's future and employees'benefit. The adjustment on C&B policy and the design of its structure is the HR basis to ensure the successfully implementation of development strategies in various periods. C&B management as the important part in HR management has been the most concerned issue of each capital holder and employee. The problem in C&B is the problem about balancing the benefits between the labor and capital. Making good use of C&B policy could have good influence on employee motivation, talents attracting and employees'stabilization. Salary management is a very important part in the personnel resource management in modern enterprises. It is necessary to set up a proper and competitive salary system for developing the effort of it.This thesis, based on the study of TianJin WS Company, intents to combine management theory with practice study, and to provide one kind of reference and an example of stimulation mechanism to the same kind of enterprises.
