It is known that, the performance review plays an important role to improve enterprise management. It is notonly working on employee’s easier self assessment, but also a good method to achieve two way communications. Aperfect performance review system could realise the common development of enterprise and employees.There is no denying that the warehouse keeping is the foundation for a grains purchase state owned enterprise,however, such enterprises normally do not have an effective performance review system. As one of the traditionalgrains purchase state owned enterprises, SDSC’s non-effective current performance review system has been aconstraint for employee’s activity and creativity, in particularly their warehousing personnel. Currently, theresearchers have worked out a few of theoretical suggestions for the performance review model of the state ownedenterprise personnel, by using the case study of specific industry, companies or particular group. It is still rarely to seeany performance review model regarding to the warehousing personnel of grain purchase state owned, enterprises.Therefore, we have the initiation to fill this gap. Based on the theoretical research, this article sets up more effectivemodel for SDSC’s employee’s performance review by analysing several aspects for SDSC, including: the currentstatus of HR management, the enterprise’s strategy and warehouse storage, and used its warehouse personnel ofSDSC as sample, which showed a satisfied result. Therefore it is believed that the model could be implemented inthe whole company and solve the current problem. The major contribution of this article is to provide help toachieve scientific, modern and humanity management and improve competiveness for SDSC, as well as the wholegrains industry.The main innovation is to integrate the methodology of W SR system and the ideology of contextualperformance into the design process, thus enhancing the scientificalness of the system. Meanwhile,the maindeficiency is that the index system and process design is relatively simple,which need to be improved in futureresearch and practice.
