The state-owned enterprises are faced with the trend of their employees become young and knowledgeable. It is very important for the state-owned enterprise to improve the incentive management of human resource. This treatise, in example of Jilin Chemical Industry Corporation (JCIC), analyzed the trend that their employees become young and knowledgeable and the characteristic and demand of the young and knowledgeable employees summarized the modern theory and method of incentive management, putted forward the countmeasures to improve the incentive management in JCIC.The researches and innovations in this treatise include:1. The author collected the data about the human resource of the state-owned enterprise in the chemical and oil industry including JCIC, and educed the judgment that the employees of the state-owned enterprise become young and knowledgeable.2. The author summarized the modern theory and method of incentive management for analyzing the problem in the human resource management and putting forward the countermeasures to improve incentive management in JCIC.3. The author investigated the demand status of the young and knowledgeable employees in JCIC by the way of questionnaire, educed that the young and knowledgeable employees have more interest on the stimulation elements than the health elements.4.The author putted the countermeasures to improve incentive management in JCIC, which include: to consummate the performances evaluation in order to consolidate the base of incentive management; to extrude incentive management with results and to practice the salary system basing on post and contribution; to encourage employees to participate in and to practice the goal management; to create the enterprise environment which can attract person with ability, retain the person with ability and promote their development; to permit technology as stock to be distributed; to do well the works of developing the vocation skills of employees; to bring into play the enterprise culture the role of induction.
