In the 21st century, rapid progress in science and technology, economic globalization and knowledge economy age comes in the new historical period, the talented youth resources has become a national survival and development of strategic resources. The Party Central Committee and the State Council put the topic of the Development Plan of Youth Talent into the first long-term talent development planning, which from the medium and long term development plan for national talent (2010-2020), the development of young talents has come into a full-scale and advanced new stage. Petroleum enterprises play the role of a pillar in the national economy field, which needs a high level of comprehensive knowledge and technology. Obviously, it has a very high dependence on talents. With the diversification of economic sectors and interests, social life and organizational forms, jobs and employment measures, Young people's value orientation has changed dramatically, which brings impacts on the stability of the young talents team in the petroleum enterprises. Many young talents leaved from the state-owned oil companies for new jobs.I survey in the oil field enterprises for the reasons of loss of young talents. I read a lot of literatures and collected many related theory and statistical data. Combining with the past comprehensive analysis research, this paper expounds the situation and reasons of loss situation of young talents in HuaBei Oilfield. And put forward 9 suggestions on the stimulations of young talents in state-owned oil enterprises. The state-owned HuaBei Oilfield enterprise was taken as an example in this paper. I hope that the problem can be solved on the basis of previous studies. Considering the state of HuaBei Oilfield, benefit each other and harmonious development way is needed in the development of state-owned enterprises and young talents. It's also necessary of providing the basis on the reform and innovation of youth incentive system for the state-owned oil companies.
