Analysis On The Obstacles And Solving Patterns Of Regional Public Utility Co-ordination

As the basis to the maintenance and development of modern society,public utilities are closely related with the public interests and living standards of a society. In the context of China's reform and open,public utilities has being considered as "the last area to be reformed" and has attracted more and more academic and policy level attentions.From marketization to regulation and to the responsibility of government,from the practice of reform to the theoretical studies,Chinese are planning and designing the blue-map of the development of public utility.However, in the reform of public utility,practical considerations rather than the essence of public utility dominated the reform process.This paper claims a broader and longer perspective to analysis the development of public utility;particular,the regional co-ordination of the public utility deserves more considerations.This thesis argues a concept of regional development of public utility,which refers to the effort targeting to the equality of public utilities provision between neighborhood cities,city and its suburb,urban areas and rural areas in order to meet the increasing demand of the society as well as to facilitate the regional socio-economic development.As a matter of fact,the development of pubic utilities is currently based on the administrative district,such as the county jurisdiction which has been consistent with the administrative regime in China.Therefore,big gaps exist no matter between rural and urban in one jurisdiction or between two neighbored cities belonged to two different administrative districts.At the same time,contribute to the development of urbanization,the emergence of city clusters and the economic growth in rural areas,the administrative-district -pattern of public utility provision can no more meet the demand of regional co-operative development.The expanding of regional co-operative development offers great opportunity for the regional co-ordination of public utility.To address this issue,this study focuses on the obstacles that counteracting the development of regional public utility coordination and tries to find solutions on how to overcome them.This thesis first describes the appearances of existing obstacles and argues that the complex relationship between the two kinds of primary operators,governments and enterprises constitutes the main obstacle for the regional utility coordination.Going further,these obstacles are rooted generally in following fourfold related to public utility:the administrative system,the law system,public policy and technique standards.To remove those obstacles,three solving patterns can be categorized from practical and theoretical level which refers to the administrative pattern,the market pattern and the governance pattern.With different origins,features principals and applications of these three patterns,an evaluation is needed when adopted anyone of them.
