With the development of organizational management practice, management theory research is from scientific management and behavioral science times into culture management times. Organizational culture management becomes the most important management model. Therefore, the construction of organizational culture is more and more important. The meaning of organizational culture construction is very wide, it includes constructing the new organizational culture, it also includes transformation and innovation. The discourse analyses that how to construct organizational culture.The discourse has six parts: The first chapter is introduction. It mainly analyses the context of organizational culture construction, the purpose of this research, and the means of this research. The second chapter is literature summarization. It introduces the evolvement process of organizational culture construction theory, the class of organizational culture, and the development of organizational culture in China. After the scholars admitting that organizational culture was important for organizational development, organizational culture construction theory had appeared. In the practice, it is very difficult to separate organizational culture from organizational culture construction theory. The third chapter introduces organizational culture construction actuality in China. It analyses the experience and advantage in China, and it also analyses the defect and disadvantage in our country, and it compares the organizational culture between China and other country, especially compares the organizational culture between China and America, the organizational culture between China and Japan. The fourth chapter emphasizes elements of organizational culture construction. It analyses the influence factors of organizational culture construction, the principle of organizational culture construction, and the content of organizational culture construction. The fifth chapter mainly analyses the process of organizational culture construction. It contains the preparative phase, the implement phase and the feedback phase. In the preparative phase, it needs compartmentalize responsibility. In the implement phase, it needs abstract organizational culture elements, organizational culture systematization, organizational culture popularize, organizational culture sustain, organizational culture update. In the feedback phase, it needs establish organizational culture evaluation system. The sixth chapter is conclusion. It summarizes the research results, and it provides the direction of future research.
