There are many resource exhaustion based cities and regions in our country. In the development of cities, the problems such as environmental pollution, resource waste and natural resource exhaustion have become more and more outstanding and have affected the economic development, living standard and social stability in the resource exhaustion based cities in our country. The root cause of this situation is the extensive economic growth mode and the recession of leading industries. The main approaches to settle such problems include: to change the mode of economic growth, to effectively protect environment, to save resources and to develop leading industries. In the post-financial-crisis era, most of resource exhaustion based cities have formulated the new industrial development strategy and a series of development measures. The core issue is how the resource exhaustion based cities will optimize their industrial structure and correctly select their leading industries in the post-financial-crisis era, but till now few studies have been carried out on this issue. Therefore, this Paper takes the optimization of industrial structure and the selection of leading industries by resource exhaustion based cities in post-financial-crisis era as the object of study. The main studies and achievements of this Paper include:Firstly, in the form of systematic study and on the basis of the statistical methods such as comparative analysis and intensive sampling, this Paper, by analyzing the theories and methods relating to selection of leading industries and applying the mathematical tools such as game theory, main component analysis, logic fuzzy neural network and logistic equation, analyzes the selection of leading industries by resource exhaustion based cities in post-financial-crisis era. This Paper analyzes the relevant theories involved in the selection of leading industry, including the theory of urban economic growth and the theory of unbalanced industrial development, and carries out theoretical analysis on the indicator system established for selection of leading industries, the subject-object relationship and the selection of countermeasures.Secondly, this Paper carries out the study from the following two viewpoints: assessing the priority of leading industries, and determining the number of leading industries. The priority of leading industries is assessed in light of the indicator system established and by applying the fuzzy hierarchy approach. In the course of the assessment, the fuzzy logic reasoning is adopted to make the ordering of leading industries more scientific and reasonable, and the subjective initiative of human being is taken into full consideration on the basis of mathematical decision. On this basis, the number of leading industries is determined. On the basis of the ordering, the number of leading industries is determined and the stability of industrial development is studied by applying logistic equation and statistical analysis, and the industries selected are analyzed from the viewpoint of market and industrial competitiveness so as to supplement the limitation of government in selection of viewpoint.Thirdly, this Paper studies the organizational and institutional countermeasures for the selection of leading industries from the viewpoint of institutional guarantee and strategy, brings forth the innovation on system from the viewpoint of human resource system, technology and infrastructure in post-financial-crisis era, brings forth the advices on strategy for establishing the leading industrial chain under circular economic mode, and brings forth a series of ideas relating to selection of leading in resource exhaustion based cities in post-financial-crisis era for the purpose of settling the environment-related problems in resource exhaustion based cities.
