The resource-based city plays an important role in the economic development, they provide a large number of mineral raw materials, enhance the strength of regional economy. The economic structural problems of resource-based city are emerge in the development process, affecting the sustainable economic development. The resource-based cities in Xinjiang at growth stage and maturity stage, the main research area-Karamay is famous for petroleum, which belongs to the mature period of city, in the golden period of structural adjustment. In this paper, analysis from the point of view of industrial structure, Karamay competitiveness, structure benefit, agglomeration level, correlation,and depended on the study result,can give the policy department some advise for the industrial structure development of Karamay city.Based on a brief analysis of the three industry structure of 8 resource-based cities in Xinjiang, using the Shift-share Analysis method, use data of Karamay City and Xinjiang from 2003 to 2012,to evaluate the competitiveness of industrial structure of Karamay city;use of Benefit structure analysis method, to estimate the effect of industrial structure benefit, structure, Karamay coefficient, elastic coefficient;use of entropy method, measured the Karamay industrial agglomeration level; use of Grey Correlation method, calculation of the mining industry, petroleum industry and other industry related degree.The study showed that:1.Compare the mining industry value and proportion, and the of the quantity of employees. Result is,without Hotan City, other seven resource-based cities proportion of the second industry is the largest, and the mining industry proportion in total industrial is high,that’s prove that the development of resource-based city dependent on mining, and lack of deep processing of resources, products with low added value.2. Overall, Karamay growth industries’ s qutity is lot, growth in Xinjiang; industrial competitiveness is not strong, the adjustment of industrial structure is not high. The mining industry and the petroleum industry have obvious advantages, but the high added value, need a lot of investment in industries such as metal products, instruments, machinery, and the third industry are slow development and weak the competitiveness.3.In Karamay City 2011, nonmetal products industry output had a substantial growth, rapid development; agriculture, agricultural and sideline products, textile clothing, papermaking, printing, oil processing, machinery, construction, finance, business services, social organizations of these industries output value increased; engineering, electricity, gas and water supplies, wholesale and retail, meals and accommodation, transportation and storage of Posts and telecommunications service industry, these industries had less output value, showing atrophy. Other manufacturing industries are emerging industries, and have a broad prospects for development.4.Within the scope of Xinjiang, the mining industry and the petroleum industry of Karamay have the advantage of agglomeration, other departments have no advantage of agglomeration; heavy industry proportion is more than light industry.5. Mining industry,petroleum industry of Karamay city, have a larger association with the financial, estate, commercial service industry, paper industry, metal products industry. And with the first industry, agricultural and sideline products have low correlation.To sum up, Karamay industrial structure belongs to growth type. Karamay resource-based industries has the absolute advantage, competitive advantage, other industries is weak, the severity of heavy and light industries is imbalance.
