Analysis Of Current Situation & Effects Of Improved Varieties Subsidy In JiangSu Province

Improved Varieties subsidy is a kind of fund subsidy which is given to the peasant household whom use Improved Varieties by the government according to the Improved Varieties planting area. Its beneficiaries are peasants, but it can indicate far-reaching significance than direct subsidy to planting grain. It motivate peasants to use Improved Varieties ,increase planting economic benefits; accelerate the popularization of Improved Varieties, promote the appliance of scientific and technical result transformation; give play to regional advantages, push structure adjustment; nurture enterprise of advantage seeds, promote the level of seed industrialization.Since 2004 the government of Jiangsu province has carried on Improved Varieties subsidies to rice of 23,890,000 mu, and given Improved Varieties subsidies to wheat of 21,575,800 mu, amounting to 45,465,800 mu, and carried out Improved Varieties popularization subsidies to 325,000,000 Yuan in the whole province.Facing continuous policies of Improved Varieties subsidy and gradually increased Improved Varieties subsidy funds, we are very eager to know the effects of Improved Varieties subsidy policy which is carried on in the fifth season so as to make a reference for the work of Improved Varieties subsidy in the future.This article is written from the perspective of peasants and the author sets up a evaluation mode, then uses this mode to make an appraisal of Improved Varieties subsidy subsidy in Jiangsu province. The results show that the effect of Improved Varieties subsidy which is protected by intellectual property right is positive; while the effect of Improved Varieties subsidy which is protected by non-intellectual property right is negative; The effect of Improved Varieties subsidy average right is negativewe analyze the real effect of Improved Varieties subsidy subsidy not only from the perspective of peasants but also from the perspective of the government and the enterprises. At the same time we should consider social benefits,environmental benefits & administrative cost. The conclusion of this article is come out from peasant's angle and shows the peasant's idea about the fine seed subsidy, so it has great limitations.
