Study On The Implement Effect Of Grain Direct Subsidy Policy In Jiangsu Province

Agriculture is the most basic industry of human survival and development, the food is foundation of the foundation, food security is the foundation of a country’s economic and social steady development, for our country, the food security problem has always been a major problem of the people’s livelihood. Before 2004, our country has not been implemented grain direct subsidy policy. Peasants’ plant enthusiasm seriously low,a large number of farmers abandoned the land instead to go to the city for work, rural land abandonment serious, grain production landslide seriously, directly led to the emergence of the "five decrease", "four minimum" situation in grain production. The serious situation of food production caused high attention of the CPC central committee and decided to direct subsidy to grain producers as the breakthrough point to solve new problems.At present, our country has already formed a comprehensive income support by the grain direct subsidy with the agricultural material subsidy and special income support by the superior seed subsidy with the purchase of agricultural machinery subsidy, the subsidy amount increasing.the actual input-output effect since the implementation of the grain direct subsidy in ten years deserves further study. Jiangsu province is not only a strong economic province but also is a agricultural strong province of our country, besides it is also one of the thirteen major grain producing provinces of our country, in this paper, we will go on a detailed study to the input and output of grain direct subsidy policy in Jiangsu province, it can be used as a basis to the adjustment and improvement of the direct subsidies grain in Jiangsu province.In this paper, based on the definition of related concept of grain direct subsidy policy, first we will introduces the theoretical basis and the reality basis of direct subsidy policy implementation; Then introduces the status of implementation of four subsidy policy in Jiangsu Province, analyzes the scale and structure of the subsidies in Jiangsu province, Then use gray correlation analysis method to analyze the correlation degree of four specific policy of grain direct subsidy policy between grain production and farmers income respectively, found in Jiangsu province the rice direct subsidy policy has the greatest impact on grain production and farmers income, but over all the grain direct subsidy policy of the influence degree of the peasants’ income is much larger than the degree of impact on grain yield; Then through on-the-spot investigation and detailed analysis of the effect of grain direct subsidy policy of Jiangsu province in the grassroots, to measure this policy effect on incentive effect and subjective evaluation of peasants from the micro level. Then use gray correlation analysis method to quantitative analysis of the relationship between four specific policy of grain direct subsidy policy with grain production and farmers income respectively, and found that rice direct subsidy policy to grain production and farmers income in the greatest impact, but overall the grain direct subsidy policy of the influence degree of the peasants’ income is much larger than the degree of impact on food yield. Then it expounds two current existence problems in Jiangsu province’s grain direct subsidy policy that are policy design and policy implementation; Finally, put forward some suggestions to improve the grain direct subsidy policy, on policy is mainly to improve the standards of subsidies, to expand the subsidy scale, to change the subsidy object. On executive management the first is mainly introduce some policies and regulations, strengthen supervision and management; the second is put on agricultural ecological environment protection into policy consideration; the third is to perfect food support policy system, to guarantee the food security.
