A Study Of The Public Service In The Development Of Sweetcorn Industry In Heng County, Guangxi Province

Heng County, as the biggest area of cultivating sweet corn in the Guangxi province, cultivates 2 million mu and produces 20million tons in the 2007. The most of farmers in Heng county rely on cultivating sweet corn to affluent life, but because of many causes, the sweet corn production appears a number of urgent problems in recent years, such as variety replacement, basic construction, technique promotion, product sales, the changing function of the government falls behind the development of the productive forces, brand construction. This thesis tried to take the theory of public service as the basic theory, which brings forth new ideas in the public service of country. Meanwhile applying the combining theory analysis with experience as the method of the study, we collected lots dates to study the development of cultivating sweet corn in Heng County, and summed up the problems of the public service, also analyzed the reasons of its coming into being and raised the corresponding countermeasures.This thesis is divided into five parts. The first part is introduction, including specific research purposes, significance and main points, literature review, research ideas and research methods, and so forth. The second part is overview of the study area, which specific on introducing the overview of Heng County and the development overview of sweet corn industry, introducing the design of the survey samples, the organizing implementation of the survey, the consolidation and summary of the survey data. The third part is survey analysis of the public service conditions in the development of the sweet corn industry in Heng County. The forth part is finding the way to raise the service level in the development of the sweet corn industry. The fifth part is research results and lack.The main creativities of this thesis include two aspects. (1) By investigating the main teaches in agriculture, industry and trade for heng county sweet corn industrial development, all-sided summing up the public service problems existing in progress of sweet corn industrial development; putting forwards the practical suggestions for sweet corn industrial development, which are providing good varieties, variety renewal, enhancing basic equipment construction, increasing the ability of protecting from disasters and resisting to disasters, paying great attention on planting development, speeding up the change from classical agriculture to modern agriculture, extending order form quotient production, enhancing product deep-processing research, doing best for product selling and brand construction. (2) This thesis adopted a series of investigating methods, which included literature consult method, having an interview with relative department, questionnaire investigation method, and quantity and quality analysis combining method and so on.
