The manufacturing is underpinning industry of created society treasure,meanwhile,it is one of the most biggest contaminated fountain。How to reduce resource consume and circumstance pollution is an important crossed scopes of the environmental and manufacturing science.Green manufacturing(GM)is the embodiment of the continuable development stratagem in the manufacturing,it is a effective mode of continuable development。Strategic environmental assessment(SEA) is the application of environmental influence assessment in the strategic levels,it is also a effective means of implementing Green manufacturing。So,the GMSEA can solve ultimately circumstance pollution problem and make economy,society,environment be harmonious development。The theory and method of GMSEA scopes is researched by the numbers and the GMSEA theory frame is constructed。The fuzzy comprehensive evaluation method is applied to the GMSEA firstly,and it enrich SEA Method System of the technology。The relevant theory of GM and SEA is first introduced and the connotation of the GMSEA is put forward。Then,the theoretical basis and support system of GMSEA is pointed。The integrated features,evaluation system and the evaluation Working procedures of GMSEA is done for in-depth study.Based on the above theory and in accordance with the principle of establishment indicator system,the GMSEA indicator system is established based on three subsystems of green production and operation, energy and resources,environmental Protection system。Through the advice of他the relevant experts,the 30 indicators of four levels is established,the weights of the index is ensured through AHP based on expert investigation,then,a fuzzy comprehensive evaluation model is constructed,and Empirical analysis for an electronic enterprise is done According to the evaluation model。The result proved the validity and reliability of the evaluation model,it can furnish effective methods and basis for green manufacturing.
