Report On The Measures Against "Positive List System" From Japan On Exportation Of Animal Derived Food From Region Of Rizhao

Positive list system is a new system that Japan draw up for strengthening the agricultural chemicals(including pesticides,feed additives,and veterinary drugs)in the food(including edible food) to remain management.The system requests:the content of agricultural chemicals in food can not exceed Maximum Residue Limits;its content in food can not exceed Uniform limit, equal to 0.01 mg/kg,for the agricultural chemicals have not eastablished.The system was carried out from May 29,2006.Japan is the biggest market of export food to China,and the portfolio is increasing with the 10%every year.The sum of agriculture products and food exporting to Japan attains $7,930,000,000 in 2005,accounting for 29.2%to total exports of China;and the proportion is higher in Rizhao.The portfolio is increasing with 20%in recent years.The total of food and agricultural of Rizhao export to Japan is $ 133 000 000 in 2003;and $ 159 000 000 in 2004, increased by 18.9%as compared with 2003;and $ 195 000 000 in 2005, increased by 22.3%as compared with 2004,accounting for 46.2%of food and agricultural total exports of Rizhao.This includes,the total quantity of aquatic products were 2 156 batches,and the total weight was 22 133 tons,and the amount was $152 000 000;meat products 83 batches,1 051 tons,$3 090 000; apian products 87 batches,3 256 tons,$4 230 000.The implementation of Positive list brought several adverse impact,such as the increase of detection titles,the increase in the cost of production,and the customs clearance period prolongs,to the food and agricultural export to Japan of Rizhao.In order to cope with the technical trade barrieractively and initiatively,reduce negative effects that Positive list brought to the corporations export to Japan.In accordance with actual conditions of Rizhao, the author made a research at products,technique and enterprise in the work field of meat products,aquatic products,apian products and detection.By means of investigation on the agricultural chemicals applied to animal derived food,the conclusions are that:the first is to get the condition of agricultural chemicals in animal derived food export to Japan;the second is that the investigation indicates one products use several kinds agricultural chemical generally,not exceed 100,though Positive list system lists hundreds of agricultural chemicals to every products;the third is some agricultural chemicals that belonged to "not detected" chemicals still were used;the forth is some companies didn't pay attention to Positive list;the fifth is the standard of Positive List System is different from preceding standard,and new standard not only has a broader coverge and rigorous rules,but need studied in depth.Directed at investigation,6 measures were summarized:the first is a pay great attention and cope with the technical trade barrieractively and initiatively; the second is to strengthen training;the third is to carry out the investigation on agricultural chemicals unregularly;the forth is to strengthen source management,play leading enterprises' active role;the fifth is to guide enterprises exploring diversified market,and improve export strategy;the last is to set up communicating mechanism between government and enterprises,etc.
