As primary infrastructure of the country, the overall quality of ports has a far-reaching impact on national economic development. And ports have been built and managed by public sectors for a long time. However, the ports constructions have to face up with a series of problems which have become new constraints of ports development. On the one hand, the port has characteristics of high cost and long payback period. On the other hand, the investment subject is single and there is a contradiction between the port and the fast-developed national economy. As a result, the usual practice of container ports' monopoly management faces rigorous challenge. With port privatization and development of port economy, plus improvement of port economic characteristics and change of transportation organization worldwide, China's ports must regulate and reform their investment and management system, improve overall function of ports. Ports' privatization is an effective approach to accelerate port industry to achieve International top-ranking level, it also is a development trend of port industry to financing. Chinese ports mend its pace of privatization in order to hasten ports' development and buildup ability of ports' competition.The paper is composed of six parts. At first, the paper introduces the background and significance for the topic choice, the review on the topic at home and abroad, as well as the structure of the paper. Chapter two starts from the connotation of port privatization, describes the reason and the main modes, analyzes the theory of port privatization, Chapter three describes and summarizes the port privatization experiences of other countries, and proposes its significance for China's reference. Chapter four describes the status of investment and financing, management mode of China's ports. It also analyzes the problems that exist in China's privatization process. Chapter five analyzes the privatizing ports with the SCP (structure-conduct-performance) method in the economic theory. For the marketing structure part, China's container ports concentration is relatively high. For the enterprise conduct part, it sets up the game theory mode between the administration bureau and the enterprise, focusing on the dock fee. For the performance part, the paper applies the principle of Balanced Scorecard (BSC) to construct the index system of the performance evaluation on the port enterprise in China, which includes the financial perspective, the customer perspective, the internal business process perspective and the learning and growth perspective. It also performs the demonstration calculation. Chapter six analyzes the problems faced by China's ports in privatization and puts forward the measures and proposals to port privatization progress in our country. Chapter seven is conclusion.
