Human resources are essential for enterprise's survival and development especially with the advent of the knowledge-based economy. The important of highly efficent employee are more obviously, enterprises rely on the talent level is getting higher and higher, the human resources of the enterprise have become more prominent. Knowledge is the core of a knowledge-based economy, people are the carrier of knowledge, knowledge is only can be converted into wealth, and realize its value through the creative work, so, the substance of the knowledge-based economy is the human economy. A staff has become the most important resources, whether the enterprises can have and retain the staff can decide a enterprise's living and developing in competition. The possibility of establishing a high quality and stable staff troop is the key to win competitive advantage, a fierce competition for staffs have been launched to attract a large number of enterprises for outstanding staff, The staff flow is very serious. The lots of individual staffs flows switch-off collective not only taken away the company's technical innovation, also taken a large number of customer networks, make the project halfway had brought great losses to the enterprises, the issue of staff flow habe be the rgently important issue to sloute.The paper will discuss the cause of the enterprise's staff flow, process and the influence. At the same time, basic the results of previous studies, the mathematical model are introduced in the management of the staff flow. The research is extended from fix nature research into fix quantify research. And the enterprise staff flow model has been set up. The design of the model is helpful to prevention, treatment, recovery the staff flow risk, to make a steady staff team, to heighten the competition, to enhance the management level of staff flow.
