Research On Developing Superiority Industries In Tibet Pastoral Area

Tibet pastoral area is one of the important parts in China's economic and social developing process because of its special geographical position and unique national culture. For the geography, natural, historical and other reasons, this area's economic development falls behind the nation and even other areas of our country. While if we want to have a long-term stable society, we should vigorously develop the economy in Tibet pastoral area. However, the economic development not only depends on economic growth, resource inputs, but relies on the industrial structure adjustment and the superiority industry development. Therefore, how to carry on the industrial structure adjustment scientifically and make full use of natural resources to develop superiority industry to change the backward state in Tibet pastoral area are questions which are worth studying thoroughly. This article will talk about these problems.Firstly, this article uses correlation theories of the industrial structure and the superiority industry, learns from existing research results at home and abroad, analyzes thoroughly the state of the industrial structure of Tibet pastoral area within the six regions and one city. By researching, the author thinks: since the reform and open policy, Tibet pastoral area's industrial structure has obtained the optimization and the promotion gradually, but at present industrial structure is still in lower level at present,three industrial structures are unreasonable; the output structure and the employment structure are not balanced; regional industries are homoplasy, but the level of development are larger differences in each region; the benefit of industrial structure which promotes the economy has not completely displayed; the traditional agricultural industry dominate, heavy industrialization excludes the development of light industry, traditional department suppresses the development of the emerging sector in the three industries internal. So the existing industrial structure already could not follow the rapid, coordinated development in economic steps. Therefore, the author pointed out the best way is in accordance with the actual situation to adjust the industrial structure, and at present overall direction and guideline about industrial structure adjustment are: choose and develop superiority industries.Secondly, this article firmly grasps the implications and the characteristic of the superiority industry, combines the choose principle and the datum of superiority industry, as well as Tibet pastoral area's constraint condition and region basic condition, constructs Tibetan pastoral area's superiority industry choose index system. The author quantitatively chooses the superiority industry from "Tibet pastoral area-the six regions and one city-Counties" by using principal components and position business methods and so on, and unifies the economic environment in Tibet pastoral area to choose the superiority industries and products. The superiority industries are planting, forestry, animal husbandry, non-ferrous metal mining industry, ferrous metals mining industry, non-metallic mineral products industry, medicine manufacturing industry, beverage manufacturing, tourism. The superiority products are highland barley, wheat, beef, wool, semi-fine wool, fine wool, milk, goats wool, green fodder, beer, water and electricity, chromium ore, cement. But six regions and one city and 73 counties in Tibet pastoral area is different respectively in superiority industries and products.which have been mentionedFinally, how to develop superiority industries, this article links realities in Tibet pastoral area, analyzes developing status, restrict factors and favorable conditions of the superiority industry and so on, proposes some advices from scientific view and reasonable way in developing superiority industries and adjusting industrial structure.
