Study On Land Use Scale Of Central Village Construction

To truly realize China's rural urbanization and agricultural modernization, central village construction is the noticeable foundation project. With the development of the rural economy and change of the rural function, the traditional distribution of villages and village's structure all present the decentralized trend. They cause the wasting greatly of the land and resource, and the hampering of rural economy's progress and living standards of the people. So rural areas generally need to restructure, and the construction of centre village is one of the important means of rural restructure and urbanization. This paper from such respect as using of resources, economic development, people's lives, social structure, etc. describes the necessity of construction of the key village, the principle and content of key village planning, and some important problems that need to pay attention to the key village construction, in order to promote the process of rural restructure and urbanization. The construction of central village, the improvement of the gather scale of the population of rural residence, and the perfection on the infrastructure and the life service function in residential areas, are inevitable tendency of the development of rural residence, and also inevitable choices of increasing the rural residents' standard of living. So there is an important significance on the construction and choice of rural residence.This article, under determination of research background, purpose and significance premise, has mastered the domestic and international research developments through reading massive literature, has summarized the key point and the progress of different discipline background scholars in central village construction research, has clarified the research mentality and content of this article, and has determined the land scale connotation of central village constructs. Based on this, this article has summarized the basic theory which supports the full text research: Central Place Theory, intensive management principles, scale economies theory, and public participation theory. Secondly, through historical and evolution assurance of central village, this article introduces the present situation of central village in Weishan village and points out the insufficiency of residential construction in the rural areas. Such as lack of planning, scattered layout, low utilization and bad appearance of land and lack of management control efforts. Thirdly, through determining the primary factor of affecting the land scale of central village construction, combined with the principle of determining the construction land scale of central village, this article discusses the methods of determining the construction land scale of central village. Finally, the theory will be applied in practice. After the collection of the information of the construction New Weishan Village , Changsha City, combined with the land use norm standard of central village ,we apply natural Population growth techniques, regression prediction techniques, gray system method, the transfer of rural surpluses workforce method to determine the population of central village in future, and calculate the reasonable scale of the construction land of New Weishan village, and central village's security measures are put forward from the following perspective, creating good construction conditions, reinforcing the formation of the central village's plan and strengthening the implement of the plan.
