Research On Investigation Of Regional Honesty-Credit Degree And Construction Of Honesty-credit System

Honesty-credit is the cornerstone of market economy, but with the development of reformation and opening, various kinds of thoughts mixed and disorderly are flowing into our country constantly, the problem of honesty-credit becomes serious day by day, the fake and inferior products influx market, the discreditable phenomenon can be found everywhere, this makes our country has paid heavy cost. So it has become the imperative thing to prevent the frequent emergence of discreditable behaviors. Regional honesty-credit is a component of the social honesty-credit, and it also the foundation of the social sincerity. So, it is an effective way to set up the regional honesty-credit system in order to establish social honesty-credit system and realize "the honest and credible society". But the research of investigation of regional honesty-credit degree and construction of honesty-credit system in China are still at primary stage at present, does not have shapeable evaluation system and evaluation method, and does not have construction frame of honesty-credit system and pertinence countermeasure either. This paper embarks from the current society's honesty-credit background precisely and the research present situation, establishes the regional honesty-credit index system. It takes Daqing as an example, establishes investigation questionnaire according to Daqing's actual situation and the regional honesty-credit evaluation index. It takes government honesty-credit, enterprise honesty-credit, individual honesty-credit and the environment honesty-credit as the investigation content, and takes the citizens in Daqing of different trades, different professions, and different areas as investigation object, and carries on statistical survey to its honesty-credit condition. Based on this, this paper uses gray fuzzy comprehensive evaluation to evaluate the level of regional honesty-credit in order to evaluate it justly and rationally. Finally, in view of the result, it discusses basic construction frame of honesty-credit system on the basis of analysis on the causes of lacking honesty-credit. This frame regards legal system, supervision system, education system, credit system as the whole environment which acts on those social main bodies——enterprise, individual, government. It can consider the factors influencing regional honesty-credit degree systematically, and puts forward the pertinence countermeasure on this basis to establish the foundation for realizing social honesty-credit.
