As the node of global supply chain, modern ports have broken through the transit transport role of traditional ports, the port function has further expanded, and the port international competitiveness has further enhanced. In order to avoid redundant construction and vicious competition, reducing operational risk, cross-hinterland port-groups having set up combinatorial ports with the link of assets and the of port resources integration.With regional economic "focus" transformation to the Around-Bohai Sea area, Jing- Jin-Ji area is another economic focus after Changjiang and Zhujiang Delta, while the port-group construction in Hebei province plays a important roal in boosting the regional economic improvement. However, due to ideological concepts, management systems, industrial frame, and etc., the ports in Hebei province have currently many cases of repeated construction, single port function, unreasonable port layout and vicious competition in an urgent need of port resource integration in the whole province. So, the research on the combinatorial port construction in Hebei province has been imminent. That whether the combination of ports has a real significance is associated with combinatorial port form and construction location, so correct quantitative comprehensive evaluation of combinatorial port is a key. The change of socio-economic environment and port resources environment will cause the change of the combinatorial port construction decision-making. Therefore, the correct dynamic analysis on the inherent laws and combinatorial effect of combinatorial port construction is a very practical guiding significance for port resource integration and port combination.Firstly, this paper carried out the model, thinking and step of the combinatorial port construction which is based on the shortages which the ports in Hebei province currently. These views are on the base of the domestic and foreign research on the combinatorial port. Then, according to the establishment of the port comprehensive evaluation index system and Factor Analysis Model, with SPSS software calculated, the result provides a reference for the target and positing of the combinatorial port in Hebei province. Finally, this paper carried out a new system simulation method of the combinatorial port construction. According to System Dynamics theory and simulation method, the paper analyzes internal and external coordination feedback mechanism, and builds the system dynamic model of the combinatorial port. The paper uses Vensim software to analyze the combinatorial port in Hebei province as an example, and the result confirms the signification and feasibility of model.
