A Study On Rural Land Institution Of City Fringe

The countryside land system is the foundation and the core of the rural economic system. Its' success not only relates to the full and reasonable use of countryside lands, and the all-round development of the rural economy, but also plays a decisive role to the entire social economy development.After twenty years' reform, the abuses of the Family Joint Contract Responsibility System, which has China's characteristics, is becoming more and more serious with the further development of economics. The reasons of it mainly include such aspects: the land property right hasn't been clearly distinguished, the distributive way of land is not reasonable; the transfer mechanism of land is not perfect and so on. However, if we want to build the scientific and rational, stable and permanent land system of countryside, to set up a real land market of countryside and to mobilize the enthusiasm of farmers, we will have to carry out new transform of our land system in countryside.This essay is based on research in Guangzhou Baiyun district countryside. According to modern economics, public administration and especially, thetheory of new system economics, this essay does a research of the rural landsystem reform and innovation in China's urban fringe areas. On the basis of the extensive investigations and in-depth understanding of farmers and village cadres' true opinions, it also discusses the hot issues, which exist in the rural land system of the urban fringe area, then poses some basic principles and policies for rural land system reform and innovation.
