Problems And Countermeasures Of House Collection In Baiyun District Of Guiyang City

With the rapid growth of China's economy,urbanization and old houses are speeding up to update,therefore,a lot of housing expropriation work needs to be carried out.It is a necessary way to make urban land resources more reasonable,it also can create a new urban appearance and residents' lives.However,housing expropriation is a very hard work which including of relating wide ranges,many problems and the interests of people.So how to carry out it and further study it legally is a serious problem.What's more,it is good for protecting citizens' interests,standardizing government's behavior,optimizing resource allocation and maintaining social stability.With the help of welfare economics,behavioral economics,human geography,management and sociology,this paper combines the housing expropriation project in Baiyun District of Guiyang City which the author participates,in.Under the guidance of purpose,logic,popularity,convenience and reasonable length of the questionnaire,designing the questionnaire,then by interviewing household and testing samples to analysis and sociological statistics about the question of housing expropriation compensation.This paper tries to find a new way to quantify subjective factors,making an empirical study on the data collected from questionnaires by using mathematical statistics,next making an analysis of the causes and countermeasures of the compensation for housing expropriation in Baiyun District of Guiyang City.The main results and conclusions are as follows:1)350 questionnaires were sent out and 315 questionnaires were recovered,the recovery rate is 90%.These questionnaires totally have 301 valid questionnaires and 14 invalid questionnaires(due to incomplete questionnaires)the effective rate is 95.56%.From the total number of questionnaires and the valid rate of questionnaires,it meets the requirements of mathematical statistics for the number and valid rate of questionnaires.2)According to the results of the questionnaire,the factors on affecting the levy are analyzed.The results of cross-analysis show that the stronger demand for improvement,the stronger willingness to levy,the test shows that there is a significant positive correlation between them.One hand,these people tend to have monetary compensation if their ages are under 50.On the other hand,those tend to have house replacement if their ages are over the age of 50.The older they are,the greater emotional attachment to the area they have.When a family income below 50,000 yuan,they are more inclined to have house replacement,and when a family income above 150,000 yuan,they are more inclined to have monetary compensation,in order to choose their houses freely.It is also possible that the expropriated house is not the only place of residence for higher-income families,so sometimes monetary compensation is chosen.3)The problems in housing expropriation in Baiyun District of Guiyang City lie in:(1)Because the definition of "public interest" is still not clear,the rights and interests of the expropriated are difficult to protect;(2)Due to the lack of mass participation,44.19% of the respondents know about the collection information through their relatives and friends,and 42.19% of the respondents believe that local government has house collection in order to get good grades.13.95% and 7.97% of the fair perception of the levy items consider that they are unfair respectively;(3)the expropriation compensation fails to meet the expectation of the expropriated,and there are many loopholes in the expropriation compensation;(4)due to the different difficulties faced by the housing expropriation,it is difficult to measure with a unified standard,the interests of the expropriated are difficult to balance,and there are unfair phenomena,resulting in many contradictions.4)In connection with current laws and practical regulations,this paper makes a theoretical analysis and point some views.It will ensure effective participation of the public in the collection activities,to improve the fairness and transparency;to identify the ideas of carrying out the collection on the premise of "public interest";propose to carry out the publicity of collection information,improve the hearing mechanism and online management in the collection;analyze the reasons for the gap between the collection compensation and the expectation of the collected;reasonably solve the difficulties of the collected and promote the process smoothly.The research results of this paper have referent significance for Baiyun District of Guiyang city.Due to the limitations of data collection,which hasn't deeply studied on the compensation amount,compensation structure,compensation demand and other aspects in the collection;due to the limitations of time,energy and conditions,causing no further research on some special individual cases in the investigation process.These will be the direction of further research in the future.
