In the process of developing in the western country, improving and the new traffic is an important means of development. In this process, many of the western region traffic conditions suddenly faced with improving of the situation in transition. Poor transport infrastructure, often lagging behind economic development, the sudden improvement of traffic, will undoubtedly has a considerable impact on the local econ- omy. There are many articles to discuss transport and regional economic. However, almost all focus on building traffic to promote the local economy. This paper in a special way, look at the problem from the perspective of the economic cycle. It focus on the economic disadvantaged areas after improving traffic, Proposed to prevent because of the proliferation of traffic improvement effects, so that poor areas were property to the strength of massive migration areas to weak regional economy furth- er ,at the same time to prevent the looting of only short-interest resource development. In this paper, it take Enshi as example, for crossing the Enshi Autonomous Prefecture YiChang to the WanZhou railway and Shanghai to Chengdu expressway construction, respectively, the"two road"stage of building and stage of the completion to Enshi on the economic impact more comprehensive analysis. The article maintains that the"two road"building process in the overall national economy will have more significant role in stimulating. but the Enshi Prefecture, because of low levels of productivity, in the course of construction to provide all the factors of production is low added value of primary raw materials and simple labor, two-way investment on the construction of the Enshi economy limited. Upon completion, the author believes that the completion of the opening of two roads, on the whole society will increase the level of benefits. But the consumers and producers of Enshi and relatively developed areas will produce different effects. Generally speaking ,relatively developed areas "imports Products" will strengthen the competitiveness, and in Enshi "import substitution goods" the production brought about negative impacts. Local " exports " will strengthen the competitiveness and Enshi unique products and resources products have a beneficial Impact. At the same time, however, entirely by the market this invisible hand production arrangements will strengthen the production of primary agricultural products in Enshi Prefecture and the comparative advantages of primary mineral products; Enshi will become the primary agricultural and mineral raw materials suppliers. It will place Enshi at a disadvantage position in market. This article from the transport links in the online vulnerable position, in theory to make note of the Enshi really to be out of poverty. It must be support still both before and after open"two-way"in the disadvantaged areas on the industry policy of support.In relying on "two-way" and local economic construction development of the strategic analysis, the article think that the"two-way"across east-west and run through north-south direction of Enshi of "An-Chang" railway the implementation of the plan, will make areas of Enshi in the future has a good geographic conditions basis on the industrial and trade and economic. On this basis, author advice that we can implement labor training and transfer as start of industrialization of agriculture roads. At the same time to strive for higher levels of government financial support, take advantage of the resource advantages of Enshi, to enforce industrial upgrading and expansion, to play an active role in improving the soft environment for investment, and send out the work force then attract them and private capital back to industrial construction. Taking advantage of traffic improvement in this favorable opportunity, it will make Enshi to be the production base for the products and logistics hub of Wuling area. In this way, Enshi will shake off poverty completely and enter the virtuous circle of economic growth, and become into the Wuling mountainous areas of economic growth and drive throughout the Wuling mountainous areas of economic development.
