A Study On Operational Mechanism Of Eco-economical Regions

In the early stage of human society, due to the low level of productivity, and the cognition of things seems relatively simple, the performance of the relationship between man and nature is that humans blind awe and passive adaptation to the nature. With the improvement of productivity, and the proliferation of the human footprint, the cognition of things has gradually been strengthened, aware that the natural resources can be used for human, Start to blind, random, extensive use and transform nature to obtain the the resources which socio-economic development needed. Particular in the emergence of industrial civilization, human attitudes towards natural changed from the" fear" to" use "and then change to" conquer ",to be the master of nature. But while it resulted in the rapid economic development, the crisis of global ecological increasingly more serious. Initially, human use the primary end treatment to solve the problems of ecological resources and the environment which was brought about by this linear mode of production is that the Resource----Products Consumer----emissions ", but view from the historical process,This simple form of governance will not solve the ecological problems. People become increasingly clear understanding that ecosystem determines the limits of the regional economic development, ecological resources which was provided by the ecosystem is the basic factors of production, so ecological study of regional development is becoming increasingly important.In this paper the most important work includes the following two aspects:(1) based on t elements content and tools of he constituent of the Ecological Economic Zone, build Ecological Economic Zone constructed system, and as a basis to build a gray system GM (1,1) model to predict the process of Ecological Economic Zone balanced run. For further inspection of scientific and rationality of the gray model, we selected the Poyang Lake Ecological Economic Zone data from2000to2009to make the empirical research;(2) The purpose of this study is the scientific points through the development of ecological and economic zone system.to submit their support system. In this paper, including good planning, and actively develop ecological civilization,build a comprehensive information platform, and cultivate the ability of eco-technological innovation, introduce construction personnel, construct new ecological rural and improve the eco-tax policy, establish ecological compensation mechanism and ecological administrative and management systems and other policy measures. In order to more deeply explore the law of development of ecological economic zone, in addition to the work of these two aspects, the paper also made other efforts:(1) described the connotation and characteristics of the ecological and economic zone;(2) draws on experience of the Rhine River Valley ecology development;(3) quantitative analysis of the methodology and framework of the ecological and economic zone divisions;(4) analysis the connotation of the ecological and economic zone construction system and the balanced development of the ecological and economic zone.This study use the combination of theoretical research and empirical validation, inductive and deductive method, qualitative and quantitative research. Comprehensive applicated of industrial economics, innovation economics, econometrics theory and analysis methods, to do the theoretical research, and make analytical framework, use the analytic hierarchy process and fuzzy comprehensive evaluation mode,l through case studies and research, to carry out empirical research and Countermeasures.
