There has been widely use of Quality Management System (QMS) in China, while the Performance Evaluation has been built under QMS in order to evaluate employees, promote the total involvement and guarantee the continue improvement of the QMS. Thus, this paper focuses on the performance evaluation with the context of QMS, as a result to give advice to the organizations which has built up the QMS for better performance management.First, it reviews the quality management development process, analyses the problems of performance evaluation under QMS and concludes the research abroad and in the nation. Secondly, according to the eight principles of TQM, it analyses the theories for performance evaluation under QMS. So that, the principles for performance evaluation system has been put forward and the application steps have been designed. Third, the performance evaluation indexes and the tables under QMS have been designed by using the analytic hierarchy process (AHP), while the QMS measures and analysis has been added into the performance evaluation system. Especially, the PDCA circle for performance improvement has been designed as an important part of the performance evaluation system. Finally, this paper analyses the case in Quzhou Harbor and Navigation Management Office which verify the effect ion of the model and conclude the matters that should pay attention to.
