County-level Quality Inspection Operation Performance Evaluation System Design And Application

Performance evaluation is the effective ways to improve the efficiency and effectiveness of the government, enterprises and institutions. County-level quality inspection institutes are the important component of the grass-roots quality and technical supervision department. Quality testing work has a great impact on the development of the economic society. Therefore, it is greatly practical significant to study the county-level quality comprehensive performance assessment. In this paper, there are key indicators learned from the past county appraisal by Quality and Technical Supervision, some suggestions seek from experts and the re-creation of examination mathematical models, with the aim at constructing a new Performance Evaluation Index System for the majority of the county-level quality inspection institutes, and with providing a bit of draw on the management and reform for the grassroots level quality inspection departments.With the combination of the current performance assessment status and the development of the county-level quality inspection institutes, and the use of Analytic Hierarchy Process, fuzzy comprehensive evaluation method and other mathematical methods, which are widely used on the performance assessment, a performance appraisal data model has been established for the county quality inspection institutes in this article. From the three aspects (the economic performance, social evaluation and self-construction) of making the assessment, the author used AHP to establish the weights of the indicators. Finally performance evaluation index system was tested through cases in the grassroots quality inspection institutes. This paper identified Performance Evaluation Index System for the county-level quality inspection institutes, which is simple, practical and has easily quantifiable indicators. The index system suits to the use for the most county level quality and technical supervision institutes in China. It fills the gap of performance achievement assessment in our city and other brothers county-level quality testing agencies, providing them with ways of thought and methods for the strengthen management, acceleration reform, enhance the efficiency and service.
