Here enter the new century, trade facilitation has been put forward higher requirements, because the process of economic globalization and regional economic integration has been accelerated, also the scale and speed of global trade flows continue to increase. After the United States "911" incident, trade security issue has become the focus of attention. World Customs Organization (WCO) in its "global trade security and facilitation standards framework," points out: "The World Customs Organization need to develop a strategy to protect the security of global trade and speed up the flow of trade. To strengthen the customs and excise department Management for the 21st century , unified risk management system standard is a key step to protect the international trade supply chain. " The most important content of "Framework" is the AEO. To obtain the certification, the business plan is in line with the quality certification mark, to tell people in its global supply chain is the role of reliable, and partners and providers has a remarkable competitive advantage; mutual authentication about AEO is the most important way for economies to benefit from trade. At present universal application of risk management function is the center of the custom. The establishment of a risk management system is according to the actual situation in various countries . The AEO system of uniform standards were created by screening of risk indicators, the screening method of choice, integrated platform to create the database.This paper focuses on the five parts to discuss the the general idea, standards of system, a set of standards into line with international requirements of the Chinese Customs AEO system of risk management systems. The study is base on the actual situation, the international trade supply chain integration standards, and combined with Japan and other New Deal national customs risk management system.
