Research On Selection Of PPP Models For Infrastructure Construction

The quality and quantity of infrastructure construction directly affect economy and society's fast development in China. In recent years, our country has also introduced PPP financing models based on learning from the experience of the developed countries. The introduction of PPP models not only overcomes the capital bottleneck in the infrastructure construction for Chinese government, but also was advantageous to studying foreign advanced technique and management experience.PPP models that Our country often uses and applies most early is BOT Mode. BOT has many forms in the actual operation. According to the World Bank World development report in 1994, in fact, BOT usually includes three basic models at least such as normal BOT, BOOT, BOO and so on. At the same time, as a result of the difference in place, time, the external condition, government's request and concerned requirements, the concrete project also possibly has more different forms, for instance: TOT, BTO, BT, BOL, DBFO, DBTO, DBOT and so on. However, these forms derive out a lot of varieties in the practical application, which have the astonishing similarity in certain aspects. Therefore, how to choose the concrete operation models scientifically is a very important question which must be solved in the application process when public departments use PPP to the infrastructure construction in China.The existing researches indicate that the domestic study on PPP operation models mainly concentrates on the case introduction and the qualitative description, but lacks of the multidimensional synthesis comparison and the application of the quantitative method. In view of the situation, at first, on the basis of introducing briefly the concept, the domestic and foreign research status and the application situation to PPP models , the article enumerates many PPP operation models which are often used in practice and summarizes their applicable scope, advantages and disadvantages and so on. Secondly, the article establishes the corresponding evaluating indicator system and sums up the key factors which have impact on the choice of PPP operation models through defining extent of infrastructure and analyzing the characteristics of infrastructure construction.At last, combining AHP method to establish the selection models of PPP, Meanwhile, using correlative mathematical technique of expert evaluation method and the correlated methods with AHP method, the article causes the qualitative question to the appraisal quantitative and provides the theoretical foundation for choosing PPP operation models in the infrastructure construction in China.
