Since reform and opening up, as China's rapid economic and social development, the construction industry has become a pillar industry of China's national economy, and the quality of construction projects has been also paid more attention. Construction engineering quality test is an important component of the construction quality supervision and management, is an important supervision means of engineering construction, and is an important technical assurance to master the construction quality information and control engineering quality. In the current, with the gradual opening up of the construction project quality testing market, the competition within industries is intense increasingly, and that is an enduring issue being faced by the construction project quality testing agency on how to achieve effective supervision of the quality by construction engineering quality test and how to ensure construction quality control agencies works to make sure that the testing acts are standardized and normalized and the testing data are impartially, independent and authoritative.Based on the concrete background being faced with construction project quality testing agency, this article takes construction project quality testing laboratory as the object of study, through systematic analysis, comprehensive survey, and empirical research methods, in accordance with the contents of the request of our laboratory accreditation criteria, and taking into account the international time approval, focusing on researching the establishment of construction quality testing laboratory quality management system, the drawing up of quality management system and the running of quality management system and aiming to set up a management system based on the standards-quality of laboratory accreditation criteria for construction project quality testing agency so that the construction quality testing laboratory is able to comply with the norms and actual test results to ensure that the accuracy and validity of the testing results, and further enhance the detection capability of testing laboratories by the continual improvement of the laboratory quality management system.The article finally takes SPB construction quality inspection center of Chongqing for an example, highlights the overall process of the establishment and operation on laboratory quality management system of construction quality testing, and proposes the quality policy and quality objectives of laboratory quality management system of construction quality testing. We establish the laboratory quality management system of construction quality testing basing on the two aspects of management and technology and the six aspects of organizational structure guarantee of the examination work, antecedent guarantee of the examination work, process guarantee of the examination work, result guarantee of the examination work, quality assurance on the customer service and auditing guarantee on the quality assurance system, and reveal the effective procedure of testing quality guarantee system, creating the preconditions so that our quality control laboratory can testing results meeting the norms and truth.
