Accreditation refers to the procedure that an authority body formally accepts an organization or a person having competency to complete particular tasks. Laboratory accreditation is a formal acceptance that a calibration or test laboratory has competency to do particular calibrations or tests. Laboratory accreditation system is original from the test laboratory accreditation in Australia (NATA) in 1947 and the accreditation of British Calibration Laboratory (BCS) in 1966. Now there are 44 bodies from 34 countries and regions including China that sign the multi- recognized agreement (MRA) of the laboratory accreditation with International Laboratory Accreditation Cooperation (ILAC). Certification is to prove how the product quality or management system corresponds with the standard. Accreditation is to prove the competency of doing activities in a particular field. Passing the laboratory accreditation, it has many benefits. Laboratory accreditation depends on the international standard ISO/IEC17025. Test or Calibration Laboratory Accreditation Rule CNAL/AC01:2003 specifies the general requirements of accrediting laboratory competency made by China National Accreditation Board For Laboratory. The rule includes 10 technical requirements and 14 management requirements. The article explores the establishment of laboratory quality system according to the knowledge of the accreditation rule. Test laboratory is the body that specializes in engaging in analysis test work. Test report is the products of laboratory. It is also a quality-forming process. It is a basic requirement of laboratory quality management system to analyze the test quality forming process, to find various factors influence the test quality truly and to control. The mode of laboratory quality management system is a process of continual improvement. The plan and design of quality system include education, organization, to make a plan, to determine quality policy and quality objective, to investigate and analyze current conditions, to adjust organization structure, to prepare resources etc. The documentation of the quality system includes quality manual, procedure document and operation instruction etc. After completing the quality system documents, the system is to trial run in order to test the effectiveness and coordination of the quality system documents. If there are some deficiencies, the corrective action and improvement action should be taken. The quality system will be improved through internal quality audit and management review. According to the factual conditions, it is necessary for Luzhou North Test Laboratory to do laboratory accreditation work. Based on analyzing the current problems of the test laboratory, the way or method of establishing the laboratory accreditation quality system is proposed. It suggests that some actions involve the preparation of accreditation, to make a plan under the instructions of consultants from laboratory accreditation body. The establishment of laboratory quality system includes determination of quality system requirements, personnel education, writing quality system documents, system run and improvement etc. The article explains the requirements and essentials of writing laboratory quality system.
