Building a conservation-oriented society is a strategy choice in China to implement the scientific concept of development, to comprehensively build a well-off society and to promote harmonious development of the economic, social and environment. Meanwhile, topics about the conservation-oriented society catch great concern in the law circle, especially in the environment and resources law circle. In China, there are some laws about conservation-oriented society existed. However, all these laws are scattered in the legal system but not systematic. The legal study on the law formation of conservation-oriented society is still in the initial stage. Therefore, it is very urgent to construct a systematic legal system to promote building a conservation-oriented society. This is a requirement of perfecting socialist legal system, realizing China's economic civilization, political civilization and the ecological civilization, and establishing a harmonious society.Four parts as follows are elaborated in this paper.In the first part, basic issues about the conservation-oriented society are elaborated. The author thinks that the key point of the conservation-oriented society is resources saving. In this part, the author first describes the situation of resources in China. Then he clarifies the concept, the basic attributes and characteristics of the conservation-oriented society followed by an analysis of its substance. Finally, he gives its theory premises and basic legal issues.The second part is about the general situation of the conservation-oriented society all over the world. Based on the laws and regulations of the conservation-oriented society in China and compared with its legal practices in Japan, the US, and German, the author illustrated legislative experiences used for reference.The third part is about the legal system of conservation-oriented society in China. They can direct us to legislate on the conservation-oriented society and also give a clear direction to us when we implement resources conservation strategy. Starting with the analysis of existing legal system, the author suggests that we should perfect relative laws in the fields of production, circulation and consumption, such as resources tax legal system, paid use of resources legal system, comprehensive utilization of resources system and so on.The implementation of conservation-oriented society law is elaborated in the forth part. The author gives perfecting suggestions from four aspects: causes, fundamentals and guarantees of implementation, focusing on strengthening the principles, system and specific systems of China's resources law enforcement agency.
