The rapid expansion of the urban population and the growing problem of employment have become the major challenge to our country even to the world. The formal-sector, as a major source of creating employment opportunities in the past, and today can not create enough employment opportunities and provide adequate jobs any more. The informal-sector with its own low resettlement cost, low request to knowledge and skills, large capacity of employment and much potential for development, is being the main force attracting a large number of labor and going to create more jobs. Especially in cities, there are many laid-off workers released by state-owned enterprise and migrant workers, the government should promote the development of employment in informal-sector and take it as the important channel to ease pressure on employment in urban by creating an efficient and high-quality employment platform for the flexible employee.The article gave an overview of the employment in the informal-sector at first and elaborated on the concept, the coverage, the push factors, the stimulating factors and the development potential of the kind of employment systematically, and then made an deep analysis on employment status and employment barriers of the flexible employee in the informal-sector in city on the basis of the survey. Finally, it proposed measures accordingly. The article found many problems on employee and employment environment in the informal-sector in city by the statistic and analysis on the questionnaire. The behind concepts, low literacy levels and less skills of the flexible employee, and the poor employment management and the unsatisfactory employment services of the employment environment in the informal-sector became the employment "bottleneck" of flexible employee in the informal sector. Therefore, the article proposed two countermeasures to promote employment development of the informal-sector in city, and to solve the employment issue of the flexible employee in the informal-sector. The first countermeasure is developing more jobs to promote the growth of employment in the informal-sector in city to meet demand for engaging in employment of the flexible employee by enhancing the concept, improving the legislative and the tilt policies. The second countermeasure is creating a good employment environment to improve the quality of employment in the informal-sector in city to meet demand for maintaining employment even developing employment of the flexible employee by strengthen the market management, administration management, organization management and service system management.
