The moderate population of unemployment has positive effect on social life and economic growth, is benefit to the enhancement of labor quality, productivity development, improvement on competitive power of enterprise and perfect the labor market. Whereas, in modern world, the negative effect of unemployment is much more outstanding than the positive ones, it causes grievous waste of human resources, blocks its prioritization allocation, and bring huge economic afford to government and society. Unemployment brings out the destructibility and minus effects. Not only damages the basic guarantee in lives and mental ability, but also harm the social and economic stabilization. In some degree it might change into a drastic social-political issue. This paper consists of five parts, firstly, it analyses the study background and purpose, than establishes the theory foundation. And on its basis, it sets up a series of index, than, from absolute index, relative index and other index these three aspects, uses the family-survey data, to analyses the unemployment statement of 15 districts in three gorges reservoir area. At last, sets forth policy suggestions on governing the unemployment in three gorges reservoir area, to ensure the benign and sustaining development.
