With the further reinforce in the global economy integration, the competition among enterprises is getting more and more intensive. And the competition is mostly on person of talent. Human resource is the crucial factor in enterprises'development, the primary problem to be resolved is to constitute a set of scientific performance evaluation system in order to optimize the human resource.This article has studied the CMQ actualities especially in human resources management, by applying the means of academic study and empirical study based on the theories and methods of performance evaluation, analyzed the current performance evaluation system. Starting with the definition, this article elaborated on the significance, the function, the principle, the effect factors, and the process of performance evaluation system, reviewed the related theories, and introduced many performance appraisal methods.According to the facts of CMQ, the author applied AHP and KPI theories in the process of designing the performance evaluation system, set up the performance evaluation indexes system and the performance evaluation model. There are totally five firstly indexes, namely attitude of work, quality of service, coordination effort, incorruptness construction,responsibility performance. Under each firstly index, there are also secondly indexes which explain the firstly index from different views. Each index weight is determined through the AHP method, and passes the effect into the compositive value of the whole performance evaluation to reach the final result.The evaluation system constructed by this article can provide guidance for the staff performance appraisal of CMQ. Howerver, there are also many deficiencies about the model and the indexes to be further optimized.
