Research On The Construction And Development Of Rural Roads In Hailar During The Thirteenth Five-Year Plan

How to increase farmers’ income is the key to solve the problem of ‘agriculture, countryside and farmers’, developed transportation can reduce the price of agricultural materials, erase regional differences of agricultural products prices, and improve the output value of agriculture and husbandry products. As an important factor for improvement of rural economic and social development and urbanization process, rural roads has great significance to the development and determines the prosperity of an entire region as well. Hailar District is the political, economic, cultural and tourist center of Hulun Buir City, who is responsible for the distribution task of passenger flow and logistics of 13 cities and is the only way which must be passed to Hulun Buir tourism area. The period of ‘the Thirteenth Five-year Plan’ is the key for development of Hailar District, therefore, the rapid implementation of Hailar District Rural Roads Construction, optimization of the layout of urban functions, and realization of the interacted and the coordinated development of rural roads net, are more than important to the overall development of the Hailar area.This essay establishes a clear rural roads system, promotes the integration of urban and rural construction comprehensively, improves sustainable economic development in rural and pastoral areas of Hailar District, and increase the income of farmers and herdsmen, through further optimization of construction goal of rural roads in Hailar District, clears network function and improves convergence of Hailar District rural roads network. The main research contents are as follows:1. Based on the field survey and the regional data, this essay implemented an in-depth analysis of existing problems and their reasons during the period of ‘the Twelfth Five-year Plan’, summarizes the advanced experience on development and maintenance management and existing problems of rural roads construction during the period of ‘the Twelfth Five-year Plan’, and provides reference and experience to the Hailar District Rural Roads development plan during the period of ‘the Thirteenth Five-year Plan’.2. According to summaries of development and maintenance management experience during the period of the ‘12th Five-Year Plan’ in Hailar District, this essay studies the development trend of rural roads in Hailar District during the ‘13th Five-Year Plan’ and determines the development goals and the focus of recent development of Hailar District rural roads constru ction in the next five years.3. Taking Fendou Town, Hailar District as an example, the adoption condition and interactive relationship between Hailar District Rural Roads Construction and local economy is obtained through the correlation analysis of various existing transport indicators and economic indicators and forecast of the traffic volume using fixed base prediction method; the trend of economic and social development in Hailar District is determined by adopting quantitative analysis and qualitative analysis, and further analysis and evaluation of the economic and social development of Hailar area is carried on.4.Countermeasures and suggestions on development and maintenance management of rural roads construction and ways to promote the economic development in agricultural and husbandry areas in the next five years are put forward in this essay, according to the combination of rural roads development strategy, geographical features and basic environmental conditions of Hailar District during ‘the Thirteenth Five-Year Plan’.On the basis of fruits of Hailar District rural roads construction and the relevant regional data during ‘the Twelfth Five-year Plan’, this essay analyzes the correlation of the development trend of rural roads and economic development, and concludes that rural roads construction and development not only can promote rural road network, but also can promote the development of husbandry economy, agriculture and tourism, drive the growth of its national economy, improve local infrastructure supporting conditions, accelerate the process of urbanization, at the same time, strengthen the national unity, ensure the security and stability of the society, And then puts forward the development objectives and countermeasures and suggestions for the Hailar District rural roads construction during the period of ‘the Thirteenth Five-Year Plan’.
