A Study On Development And Implementation Strategy For The Central Business District In Binhai New Area

CBD(Central Business District) is the heart of various comprehensive economic activities such as finance,trade,information and business where they are highly concentrated .There are also lots of facilities here including shopping, culture and entertainment,services. CBD is the fruit of the urban and socio-economic development. With the accelerated process of economic globalization, it has not only increasingly become a growth point for the development of the city to improve its comprehensive competitiveness, but also acts as a key factor of promoting regional economic development.Binhai New Area is located at the center of Bohai Rim region.It plays the role of the gateway of opening up in North China, just like Shenzhen in the Pearl River Delta, Shanghai's Pudong area in the Yangtze River Delta,which is of extreme importance for the success of national regional development strategy.We should develop Binhai New Area into an CBD at the prefecture level by the sea, which will play a important role in assisting and driving the rapid economic development of Beijing, Tianjin and Hebei province in an all-around way. This kind of CBD will promote the construction of Tianjin to become the economic center of North China and an international port.According to the national strategic policy of developing and opening Binhai New Area and the paper is based on the strategic objectives for economic development and becoming the gateway of opening up in North China.The author will try to analyze the characteristic,function and development law of CBD and draw lessons from the experience gained in its economic development home and abroad. Starting with the present situation,multiple superiority, functional position and the major task of economic and social development of Tianjin and Binhai New Area, the author will make comparative analysis of its role in regional economic development and its conditions of developing into central business district. Based on the analysis, the author will not only discuss the selection of the location of its CBD and its scale,function,position, but also formulate the development strategy and implemetation tactics of the New Area hoping to put forward some constructive references and proposal to build it into a ecological CBD.
