| As the development of the society, the human has higher demand for living and production environments with more powerful cry for production safety and environment protection. Laws on environment protection have been issuing all the times, and many nations claim enterprises protect environments and reduce pollution. HSEMS, which stands for Health Safety and Environment Management System, is a practicable management system in international petroleum and gas industry recently, and it integrates international management experiences and embodies the international petroleum and gas industry operate in metropolis environments. HSEMS underlines the management thoughts of preventing first, leaders'promises, full participation and continuous improvement, so it's a navicert of petroleum and gas industry carrying out modern management and entering worldwide markets.This paper first represents enterprise development status and the society and workers'escalating demand for safe production and environment protection, analyzes the significances of HSEMS. Then, the history of HSEMS is reviewed and its characteristics are studied with some typical HSEMS. Thirdly, the paper gives existing management of Jinzhou Petroleum and Chemical Company and stresses existing problems. At the core of this study, based on how to combine HSEMS with existing management systems, the paper studies the guideline, difficulties, supporting measures steps, conclusions of HSEMS applications. At last, the paper makes conclusion and prospects.This study has similarity in many Chinese enterprises, so, the contents can be referred to when enterprises carrying out HSEMS. |
