A Study On Urban Operational Strategy-exemplified By Haikou Urban Operational Strategy

Urban operational is a phenomenon of urban construction and development resulting from system transformation process under the background of market economy and urbanization process. It is also an extension of system transformation on the level of management of urban planning and construction. Urban Management can provide the public with better public products and services with minimized cost. In the long run, it can improve urban competitiveness as well as promote urban prosperity and raise living standards.The paper is intended to, on the basis of a good command of urban management theories, through the analysis, research and introduction of management experience from home and abroad, with a combination of characteristics of Haikou urban managerial strategy, make further investigation of current situation of urban management of Haikou in recent years, with an approach of comparative analysis and empirical analysis. The paper is divided into five chapters to make systematic analysis into the Haikou urban management and make quantitative analysis into the collected statistical data with an approach of Principal Component Analysis. It is therefore put forward that in the process of Haikou urban management, the economic aggregate is small; the comprehensive competitiveness is not strong enough; industrial development stands in low level; the ability of independent innovation is weak; central city gathered radiation is weak; the city characteristics is not prominent; the feature of urban-rural dual structure is prominent; "three rural issues " is still a serious problem; employment pressure is great; the income of urban residents is not high; development of social undertakings lags behind, resulting in a large gap with urban and rural residents'living requirements; institutional and notion innovation is not enough; there still exists problems of system obstacles in development. Lastly, on the basis of introduction of the advanced experience of other cities, the strategies of how to improve Haikou urban management and enhance the competitiveness of Haikou are therefore discussed. It is creatively proposed that"three significant relations"should be properly grasped and dealt with. The"three significant relations"are the relations between raising the quality of economic growth and expanding of economic aggregates; between expanding consumption demand and expanding demand for investment; between coordinated development and prioritized push. Four measurements are put forward in the paper that to promote featured and superior industries, to build Haikou a tropical, green city of energy-efficient, environment-friendly society, to deepen reform of institution and to open up further to the outside world.
