| Nowadays military program of our country have been bided socially and partly publicly. Some small and intermediate sized national mechanical enterprises are facing pressure from tough competition. The former practice of investment planning by government is gradually fading away. Under the background of mechanical industry rapidly developing, enterprises have to solve the issue that military program is required diversely and resources are hard to maneuver.This article investigated how to manage military program, according to development in mechanical manufacturing industry of recent ten years. The main contents are as follows: Based on analyzing development of military enterprises in our country, it is introduced that military enterprises should be managed standardized, as well as objects in designing, including operating pattern for program administrating, funds managing, technique importing and exploiting. The enterprise resources are divided into seven phases according to program operating. Discussing main items and effects of each phase, several methods are investigated in order to optimize the program. How to apply Industry Engineering theories in military programs is also studied. Decision model for quality house based on fuzzy regression is discussed for military products development. The quality house model is introduced to military enterprise project operational management, and the QFD system parameters based on fuzzy regression, engineering characteristic target values of military products and correlation functions are defined. Then, an objective function is built, and the method of solution is briefly introduced. Finally, the decision model for quality house based on fuzzy regression is used in a kind of military products development. An application case is put forward and solved. |
