| Based on the analysis of the current developing status of Renhe Eco-industrial Park, the developing process of industry during the 11 th Five-Year Plan period and the advantages, disadvantages, challenges and opportunities of industrial development in the days to come(especially during the 12 th Five-Year Plan period),this paper deeply explores the industrial developing goals and direction, functional orientation and spatial organization and makes a system planning of the development of leading industry in the Park. The results prove that:(1)Development direction of industry: The three pillar industries which are characteristic machinery manufacturing, further processing of steel containing vanadium and titanium and further processing of vanadium-titanium is supposed to be mainly developed. Metallurgical waste recycling and warehouse logistics industry is developed supportedly.(2) Development goals of industry: Relying on the pillar enterprises such as ANSTEEL, FUBANG V-TI, Panzhihua Gangcheng Group Co.,Ltd, Baiyun Foundry, Panzhihua Runying Gear Co.,Ltd, Panzhihua Automotive Parts Manufacturer Co.,Ltd and Panzhihua Donglin Automobile Brake Co.,Ltd, Renhe Eco-industrial Park is supposed to be built into a industrial base of further processing of vanadium-titanium and characteristic machinery manufacturing well-known both at home and abroad.(3) Functional orientation of industry:ANSTEEL, Panzhihua Vanadium and Titanium Industrial Park, Renhe Eco-industrial Park, Panzhihua High-tech Industrial Park, Sichuan Miyi Baima Industrial Park and Yanbian Industrial Park constitute together the Panzhihua steel(vanadium-titanium) center, a national core area of new-type industrialization demonstration base. Among them, the ANSTEEL, Panzhihua Vanadium and Titanium Industrial Park, Renhe Eco-industrial Park and Panzhihua High-tech Industrial Park have multiple functions such as Demonstration, innovation and production. They are in the middle and lower reaches of industrial chain of vanadium titanium steel. Sichuan Miyi Baima Industrial Park, Yanbian Industrial Park and Panzhihua Mining Area are the mining and supply base of vanadium titanium steel industry.(4) Building of the Leading industrial chain and Planning of the Supporting Projects:Renhe Eco-industrial Park should rely on resources and regional advantages and keep to comprehensive development and utilization of vanadium and titanium resources in Panzhihua. The leading roles of ANSTEEL, FUBANG V-TI, Panzhihua Gangcheng Group Co.,Ltd and Sichuan Shengda Co.Ltd is supposed to be exerted in this park. The park ought to be market-oriented and be driven by the reform, opening up and innovation. The way of project-promoting, skill-upgrading, branding strategy, undertaking industrial transfer, industrial cluster and outward-looking economy can be used in this Park. It ought to boost the steel with vanadium and titanium and highlight the characteristic development and supplement the industry with steel and enhance the level of industrial development.
