With the expanding of the company and increasingly fierce inter-firm competition, the traditional theories and methods of performance appraisal has been difficult to meet the needs of corporate performance output; the concept of performance management has been wide dissemination and use of hair. YH company because of its state-owned enterprises and the nature of resource-based enterprises in the context of scarce resources, the excellence of its effectiveness to cover up the company's human resources management in the existence of many problems, cause the company's declining performance in recent years and human resources management confusion, the existence of companies in the diagnosis of performance management issues and to design an effective reform program will be imperative.YH performance management processes in the existence of the main questions are as follows: assessment of loss of production workers; for content management assessment "of administration"; assessing the results of the "no difference"; idle, such as examination results. Through the analysis, resulting in the above-mentioned problem is due mainly to the following areas: assessing the nature and habits of business impact, namely the nature of state-owned enterprises over the years cause its assessment methods are used instead of the traditional consciously; lack of performance management system, that is, companies there are no standardized or performance appraisal management system, resulting in blindness assessment; lack of job analysis, which did not carry out their job duties different analysis, resulting in the assessment process it is difficult to design effective assessment of target.YH companies exist for the problem; this paper presents the improvement of the program, and program implementation and a more specific assessment of the system. To improve the program's main elements include: the staff, especially the training of senior staff to enable them to establish the concept of performance management; the development of the company's performance management system to ensure that the norms of the implementation of performance management; job analysis conducted in order to target and scale assessment Designed to provide the foundation; select appropriate assessment methods, that is, pay attention to the main assessment methods and assessment and adaptation between the posts; to develop an appropriate scale of assessment, that is, for different staff categories separately scale scientific assessment design; perfect performance management of the organization and management agencies, major companies are set up the Performance Management Committee and the redesign of human resources management in the performance.
