Study On The Anti-poverty In Rural Area From The Perspective Of Government's Fanction

Poverty and anti-poverty is a heavy topic in the development of human society. In someway, the development of human society is a constant struggle with poverty. The problem of poverty is the important issue in China's socialist modernization drive. Since reform and opening up, institutional changes in the anti-poverty and the support of policies in our country has made much progress. Talking about poverty and anti-poverty, many will think that the relatively backward central and western regions, but few thinkthere is a place often forgotten------the backward regions of the developed areas. Thispaper takes relatively backward rural poverty in Zhejiang Province as the object of investigation and analyses the problem of poverty from the perspectives of government functions.Through the introduction of economic development and rural poverty of Lishui, Zhejiang Province, the paper concludes that the rural poverty in Lishui demonstrates the basic outlook of relative poverty of relatively developed regions in China. Through investigation, we found that geographical environment and infrastructure, as well as imperfect government system are the main causes. The common reasons and particularities of underdeveloped areas in the developed provinces are main reasons for the underdeveloped areas' poverty problem, but the most crucial issue is the local governments of the developed countries, as well as poverty-related functions of the government is not in place. Through learning from the international anti-poverty policies in developed and developing countries, we found that the development can provide the material basis for anti-poverty, and human capital is the most effective anti-poverty policy, and to realize these aims, the transformation of government functions is the key. The paper puts forward some policies and strategies to the anti-poverty of the rural areas from the perspectives of government's functions, such as: defining the government functions in the anti-poverty, developing the economy, building better standard of the poverty-line, improving public finance system, promoting population's migration, letting the NGO's play more important role in helping the poor and building scientific evaluation mechanism for the anti-poverty performance and so on. The innovation of the thesis is : through the study on the backward area's poverty and anti-poverty strategy within the relatively developed areas, the paper comprehensively analysises the policy environment of anti-poverty from the perspective of government by use the relationship between the system and performance, it provides effective and practical Countermeasures and suggestions for the farmers in poverty-stricken areas to become prosperous and fairly well-off, and it provides the information and decision-making for the government and some relative department's poverty alleviation and development.
