Study On The Evaluation Of The Land Intensive Utilization And The Potential Of The Chang Chun High-technology Development Zone

Intensive utilization of land is an important measure for building conservative society, which is necessary to deal with economic development, resource utilization and environmental protection relations. Land resource is an important component of natural resources. Intensive use of land resources is the key issue to decide whether we can achieve regional sustainable development strategies. Therefore, domestic and international scholars do a lot of research on the intensive use of land currently, but their research are almost concertrated on the intensive use of city land, they mostly neglected the development zone which is the emergent novelty has the important value on the land intensive use field, and lacking in system theory and amount analysis which is aimed to the intensive use of the Development Zone.Since 1991, 53 national level high-technology development aeres have been approved by the State Council of P.R.C. high-technology development aeres developed rapidly, got obvious achievements and find the way to Chinese tipical high-technology industry. But in recent years, most Development Area presents the blind construction trend, has seriously affected the intensive use of the Development Area land. Therefore, according to the State Department's unification deployment and request, since Feb.20th in 2003, the government has carried out activities to clean up the land market, the crucial of this work carries on the cleaning up each kind of the Development Area. So, this research at the background of intensive exploitations in building land, seek after the effective standard of verifying the amount and controlling the scale of development area. It takes Changchun High-technology Industry Development Area (CHIDA) for example. This paper builds up the assessment system of land intensive use in development area. And bases on it, this paper gives the policies of criterion in land use and management for promoting the area health development and the land sustainable use.Changchun High-technology Industry Development Area (CHIDA) is a national level development area approved by the State Council of P.R.C. in April 1991. CHIDA embraces a large scale and advanced geographical position. However, CHIDA still has a lot of issues in the land development process, such as the serious destruction of the ecological environment, the high rate of idle land and low efficiency of land use. Therefore, how to improve the level of intensive utilization of land of CHIDA has become one of the key issues of social and economic sustainable development of Changchun.In this thesis, intensive utilization of land of CHIDA is studied by the application of sustainable development theory and land use economics theory, first of all, from the basic concepts of development zone, it analyses the character of land intensive use of development zone; on the base of formers'research on land intensive use, combined with factual things , defines the meanings of land intensive use of development zone, then it apply the intensively use of development zone in CHIDA as the demonstration research. At last, it goes to the research lay of commonality analysis. In the basis of define in intensive use of development zone land, it analyses the characteristic, structure, efficiency and influence of the land in CHIDA, Choose a group of guideline which adapt to the intensive use of development zone, and calculate the land intensive potential index which reflect the level of land intensive use in CHIDA.The method of evaluation on the intensive exploitation of CHIDA is the fixed amount analysis. The construct in assessment system is follow step proceeding: Discuss the assessment principle of the intensive use on the development zone; Choose the evaluation evaluation index; Confirm the weigh of the index cent value and evaluation total cent value; Expatitate and analyze the result of evaluation.This research chose the land utilization, land use benefit, mamagement benefit as 3evaluations factor. It adds up to 16 evaluations factor. Adopting synthetical index evaluation method, this paper tries to assessment the potential of CHIDA, and gets the assessment result. According to the index of land intensive use of development area, the land intensive use belongs to senior level in CHIDA totally, the level of land investment and output is super.The evaluation result provided the operated policy standard on verifying the amount and the scale of the development area. After evaluating on the intensive land ruse, the research also put forward the measure to exaltation the level of the intensive land.
