Changchun State-owned Capital Investment and Operation Co. Ltd. ( hereinafter referred to CCGT) is a limited liability company which was formed by Changchun Municipal Government for speeding up the state-owned enterprise restructuring in 2004. Its nature is wholly state-owned. The main functions of the corporation were to raise funds which was needed for state-owned enterprises restructuring, to co-ordinate and pay for the cost of restructuring or bankruptcy of the city's state-owned enterprises, and to acquire the bankruptcy property and so on. In 2006, Changchun Miaomiao (soy milk) Group entered into the state-owned enterprises restructuring process. In accordance with the provisions of the document 220 in 2006 from City owned Assets Supervision and Administration, It wholly allocated 700 hectares state-owned agricultural land of Changchun Miaomiao (soy milk) Group into which was located six kilometers long away from Changde Road into CCGT. This land had the terrain which was North South high-low. It naturally formed a Low-lying land. There was only a small number of field drains. The capacity of the flood control and drainage was so poor that it often watered in summer and caused flooding in the years of Large rainfall. Total area of this land together with the surrounding land such as the Taiping Village, Longxi Village and Xinghua Village of the Fenjin Township was about 1000 hectares belong to the same situation, so it could only choose to plant a small amount of silage corn and normal corn. The production was Less than 500 kg per mu every year. The utilization and the output rate of the land were both very low, the cultivation efficiency was also very poor.In order to achieve the objectives of keeping and adding the value of the state-owned assets and maximizing the effectiveness, CCGT established the project team, for the current situation of the land, We made full use of the value engineering theory and appraisal and assessment theory of the project management to carry out comprehensive inspection and detailed analysis of the project area. From the function of comprehensive utilization in the project area and the target analysis to start, by investigating the geographical location, natural conditions, natural disasters and socio-economic status of the project area, accordingly we could summarize the definition, the function and classification of the project area, and then we could sum up the advantages of the construction of the project area. Through the above-mentioned activities, We could define the functions of the project area was to use the 700 hectare agricultural land which was acquired by CCGT and the surrounding 1000 hectare arable land of the Taiping Village, Longxi Village and Xinghua village to form the regional scale effect. Through transforming the project area, this region would be resulted in the base of 1.5 million mu of green food corn stick and High-quality dairy silage.Through making analysis of the objective and the function definition of the project area,we want to make full use of local resources in order to input minimum investment to gain the maximum economic, social, and Ecological Effectiveness. So we planed and constructed flood control drainage facilities and associated ancillary works (field road, field ditches, windbreaks, etc.). We combined the field engineering with the farming measure, and followed the principle that we should combine the recent effective, the mid-term effectiveness and the long-term effectiveness to carry out the overall vision on the project area, including constructing clear standards of the project area and project development tasks and the contents of the provision.According to the characteristics of agricultural projects and the requirements of the assessment of the agricultural projects, we conducted a comprehensive benefit analysis on the project from the investment estimate of the project, the mode of financing, economic analysis of the project, social analysis of projects, economic evaluation of the project, implementation of the project, organizational maintenance, environmental impact and evaluation, uncertainty analysis of the project. After the argumentation, We could conclude that (1) The construction of the projects was in line with the national industrial policy. (2) The quality of the product was in line with the requirements of green healthy food. It had great market potential and obvious competitive advantages. (3) There was good investment environment in the location of the project. (4) Project units had the advantages the economic base and policy support. (5) The economic returns expected from the project and the anti-risk capability were both great. The project was in line with the national macro-industrial policy. Its economic and social benefits were obvious. From financial evaluation of the project on micro-perspective, we found that all the indicators were better than the level of the same industry. Therefore the project was feasible. At the same time we applied the project management theory creatively on the project of the comprehensive utilization for the agricultural land to ensure the effective maximization of the operation of state-owned assets. It provided CCGT with the ideas and methods of planning for comprehensive utilization of the acquisition of assets.
