Planning And Evaluation For Agricultural Land Consolidation Project In Hilly Areas

The aim of agricultural land consolidation project is not only for addling new arableland, but also focus on the improvement of the arable land quality, agriculturalproduction conditions and ecological environment. Based on existing research andrelated regulations and standards, for the goal of sustainable land use, the paperattempts to explore the scientific planning and program design for agricultural landconsolidation project as well as the integrated benefit evaluation system in hilly areas,and set a case of five villages in Xiandi town, Rong County, Guangxi province.Specific contents and results are showed as follows:(1) At first, the paper had a deep overview on existing research, as well as landconsolidation project planning and standard, and provided a basis for planningprogram design and integrated benefit evaluation.(2) From the view of the social, economic and ecological benefits, the paperestablished comprehensive indices system for land consolidation benefits evaluation,and determined to use the Delphi method and Analytical Hierarchy Process method tocalculate the weight of the indices.(3) Set a case study of five villages in Xiandi town, Rong County, Guangxiprovince, the study analyzed the planning programs, as well as engineering design ofthe study area;(4) Based on the results of the planning and design, as well as the comprehensiveevaluation indices system and the weight calculation method, the study finished thesocial benefits, economic benefits, ecological benefits and integrated benefitsevaluation. Finally, the paper had a comparative analysis.The following conclusions can be drawn based on the above contents: with theconstant development of land consolidation cause in our country, we must abolish thetraditional mode of land consolidation, and establish new one which will applysustainable land use to the whole process of planning and designs; because now landconsolidation project is the most important operation form of land consolidation and the level of technique may affect the benefits of project very much. By the integratedevaluation results, the social and ecological benefits have been greatly improved, andeconomic benefits increase is relatively small, while the comprehensive benefit isgood enough. So form the view of land sustainable use, this planning program designwould reach the desired objectives.
