Based on analyzing the problem on the 600 kt/a retone-benzene dewaxing plant revamped engineering of Fushun Refinery No.2 and combining characteristics of the project, this paper conducts study on their main points and difficulty points deeply and carries on the beneficial discussion to the project management theory.This paper consists of five chapters.a simple account will be made in the following:Chapter 1 introduces the revamp purpose and significance and the present capacity of the plant. The paraffin-base crude can be properly utilized and the overall economic results of PetroChina Fushun Petrochemical Company Refinery No.2 can be further increased after revamp.The paragraph introduces such basic situation as the geographical position, the climate condition and the project quantity in kind of the revamped engineering. This section analyses deeply such specific project management items as organization management, planning management, schedule control, cost management and evaluation on the beneficial results and explains the problems needed to be solved during the revamp project management. Ths Chapter is belong to the beginning of research, introduced the project survey, pointed out the reason why we revamped the engineering, it is the basement for the future research.Chapter 2 introduces Common organizational structure in the project management and analyses their advantage and disadvantage.The revamped engineering has some uncertainties, the technologies used for the construction and installations are relatively complicated, the overall project has a long estimated duration and the whole capacity is relatively large. It has a very important significance for PetroChina Fushun Petrochemical Company to optimize its products structure and realize the sustainable development. The whole project has a certain dependence upon internal and external resources and has a time limit. Strong matrix organization is finally selected based on the actual situation of Petro China Fushun Petrochemical Company after analysis on the key factors for organization selection. The characteristics of the organizational structure is that the project management department coordinates with the horizontal functional organization to utilizes the existing resources of the company, all functional departments and offices share out the work and cooperate with one another under the coordination of the project management department so that all work are in perfect order, hi addition, the project uses supervision system.In the Chapter 3,the usual method in planning management and the principle in choosing schedule control is introduced,the importance of schedule and the control are discussed. The project is a large-scale revamped engineering, its complexity is at the middle level, it has a definite requirement for the final schedule, the related personnel should have a clear knowledge on the detail of the project and it needs many departments to share out the work and cooperate with one another. Critical path method (CPM) is used for the revamp project after analysis on the principle for the schedule plan selection because the method can reflect fully the relationship among all work items, optimize resources, guarantee continuous construction, help managers to centralize their power to grasp major contradiction, ensure time limit and avoid blindness in action.The principles for the revamped engineering Schedule Control consist mainly of importance principle, timeliness principle and flexibility principle.Difficulties for the revamped engineering Schedule Control is that The project management department is temporary, all the persons in the department more or less assume their original responsibilities while they work for the revamp project so that the conflict between two tasks will be resulted during work and Many departments are involved in the project, the project is a large-scale and complicated construction project which covers many specialties such as civil engineering, installation, electricity and instrumentation etc. therefore, a proper coordination among many departments must be carried out and the construction must be carefully organized.The project management department took the following measures in order to guarantee the smooth implementation of the revamped engineering schedule plan:assign some specialized personnel in the project management department to form a schedule control group and decompose the overall project construction plan based on the composition of the project, improve the construction process and technique and shorten the duration of work high above the ground, establish legal concept, define the responsibilities and obligations of A and B parties,use the system of reward and penalty for engineering control points, reward if advanced, penalty if delayed, strictly control the progress payment examination and approval system so that the investment can't surpass the budget, take full play of the guiding role of the plan by the dynamic comparison between the planning and the actual schedules.Chapter 4 mainly studied the cost control of the 600kt/a retone-benzene dewaxing plant revamped engineering of Fushun Refinery No.2.the cost style is introduced firstly.Project implementation cost is a major component part of project cost, the implementation cost will account for about 95% of the total cost if the strategy and design for the project are correct. Therefore, project cost management is the management and control over project implementation cost to a great extent.Project cost control refers to the control of total cost within budget (plan) by means of control to optimize cost expenses while the scheduled engineering functions are reached and the requirement for the time limit is met.Project Earned Value Management (EVM) is a method for project performance measurement by three independent variables which are related to schedule plan, cost budget and actual cost.The cost control plan for the revamped engineering was made by the construction technicians, quantity list settlement personnel and contract managers under the leadership of the budget and finance staff and the organization of the project manager. The cost control plan was used to measure and contrast every income and expenditure during the revamp, reasons and countermeasures were found out on time after problems occurred. The cost was overspent at early stage, however, it was controlled well at later stage.The revamped engineering was smoothly completed within budget, because the strict measures were taken.Chapter 5 mainly research of the Beneficial Result for the 600kt/a retone-benzene dewaxing plant revamped engineering of Fushun Refinery No.2.The main products of the present plant are 54*—64* deoiled wax and wax oil. For the revamp project, the capacities of deoiled wax and wax oil are respectively 174,000 t/a and 426,000 t/a. At present, wax is more and more widely used, the demand in domestic and foreign markets grows very rapidly. The energy consumption of the revamp project ranks second place only after Daqing Petrochemical Company among similar plants. After the revamp, the product structure will be improved greatly and the variety of wax products will be complete, the ability to adapt to the market can also improved and the competitiveness of the enterprise can be strengthened by producing marketable wax products. The project follows such national principle as "Three Simultaneousness" (simultaneous design, simultaneous construction and simultaneous operation), "the Three Wastes" discharge can meet the requirement and the project has almost no any environmental pollution. The project conscientiously implements the national laws and regulations on environmental protection, vigorously publicizes and implements cleaner production policy, actively promotes QHSE Management System and make great efforts to achieve the goal to increase output and decrease pollution.After the revamped engineering is completed, PetroChina Fushun Petrochemical Company Refinery No.2 will extricate thoroughly from such predicaments as incomplete wax varieties, improper product structure and lower product grade, PetroChina Fushun Petrochemical Company will become a real wax production base. In a word, the project has almost no any environmental pollution and has good social impact, strong competitiveness and capability for sustainable development.
