China's rapid economic development leads to heavy energy consumption. Especially the extensive economy sharpens the conflict between supply and demand of energy. Energy issue has been a vital factor restricting our economic development. One of the main challenges for carrying out China's energy security strategy is how to look for oil abroad to increase energy supply.Africa oil is important for China's energy security. Africa oil has immense exploitation value and commercial value. As some transnational oil corporations have entered Africa, a new round game playing of oil has been launched. China has also taken part in this round. Even from 1990s, China has cooperated with African countries in energy field. And the cooperation between two sides in oil exploitation has been closer and closer. Africa oil has strategic meaning to the "outgoing" of China's energy security strategy, so it has operational significance to do research in Chinese government's diplomatic struggles for oil interests.On the basis of analyzing adverse factors in China's oil diplomacy toward Africa, this thesis suggests that China would take countermeasures to promote China's oil diplomacy toward Africa. This thesis recommends that China deliver "mutual benefit and win-win " oil security ideas and shape good Chinese image; this paper proposes to strengthen the relations with western countries including America and enhance the cooperation with western oil corporations; this thesis develop a close association between China and African countries or between China and African Union, and strengthen the dialogue with OPEC in order to improve the cooperation with it's African members; this article advises China should establish an authoritative energy coordinating department, set up an energy research center, and attract and foster talented oil persons.
