The Study On The Impact Of Environmental Regulation On The International Competitiveness Of Textile And Clothing Industry In Jiangsu Province

Ever since 1970s, great emphasis has been layed on the environmental protection. Moreover, the notion of sustainable development has spread throughout the world. Impact of environmental regulation on the international competitiveness is a controversial topic in the academia during recent years. Up till now, no coincident conclusion has been reached for this topic. How will Jiangsu textile and clothing industry still hold the comparative strengths and competitive strengths, and enhance the competitiveness in an all-round way, against the background of the environmental regulation? This is a significant issue for textile and clothing industry of Jiangsu to cope with, because it is influential to the healthy and long-term development of Jiangsu textile and clothing industry.Firstly, by way of introducing international competitiveness theories and some classical environmental protection theories and the impact mechanism of environmental protection on international industrial competitiveness, and summarizing the deficiencies of current study, the article brings forward its research content. Secondly, this paper analyzes the development status of Jiangsu textile and clothing industry and the demerits of Jiangsu textile and clothing industry. For example, there exist disadvantages of cost strengths weakening, scarcity of new products development, low added value and technical content, weakness in brand development, disordered competition, single export market, irrational industrial growth of production, increasing stress in environment and resources. Then the paper analyzes the environmental protection status of Jiangsu textile and clothing industry.Based on the theory of comparative advantages and Micheal-Poter's theory of competitive advantage, the heart of the paper analyzes the current competitiveness of Jiangsu textile and clothing industry through ostensive and analytic approach and comes to a conclusion: Although Jiangsu textile and clothing industry enjoys comparatively international and domestic comparativeness, such advantage appears to be weak year by year.Furthermore, the paper discusses the influence of environmental regulation to the competitiveness of Jiangsu textile industry, according relative comprehensive model of evaluating the environmental regulation stringency(ERS), we get ERS index of Jiangsu textile industry, then after empirical verifying to ERS index and related international competitiveness indexes, it is easy to conclude that environmental regulation is not the decisive factor influencing the international competitiveness(ICI) and there is not a regular relationship between the ERS and the ICI.Finally, based on the conclusions above, the paper proposes Jiangsu textile and clothing industry under the background of resource conservation and environment friendly society from the enterprise, industry and government three angles, and provides feasible suggestions to improve international competitiveness.
